Gov. Gavin Newsom announced in his State of the State speech that he will drop one of the tunnels to save money. This single tunnel plan is now under serious consideration and the Delta Conveyance and Construction Authority (DCA) has been formed to realize the project.

The DCA is a Joint Powers Agreement between the State Water Contractors, an association of 29 water providers that buy water from the state and the Department of Water Resources. They are already holding meetings to allocate their share of the water and construction expenditures. This project can proceed if private funding is provided to cover the costs.

Mallon, the new DCA Executive Director, is a registered civil engineer with 30 years of planning, design and construction experience. From 2014 to 2018, Mallon managed the planning, design and construction of Bloomberg LP European headquarters in London, directing more than 180 construction and professional service contracts. She has supervised 500 employees in a 10-year, $14 billion water and wastewater capital construction program for the New York City Department of Environmental Protection which included major tunnels, treatment works, pump stations, pipelines and bridges.
